The flagship is the mission’s most important marina asset, so fleet victory cannot come at the cost of losing it. Defeat the enemy ships and address the two named threats, while considering whether optional raids can reduce their ability to replenish ships or caballería. Scout optional targets before diverting ships; a raid is useful if it prevents reinforcements but harmful if it weakens the decisive battle. Once the fleet is under control, move to confront Finn and Kalf with the force needed to finish the mission.
