Treat the mission as two linked stages. In the city, move Ulf and Halldor carefully through hostile streets to rescue Harald and recover assets. At sea, use the restored fleet to control the route to the emperor’s island. Step-by-step plan
Scout the streets before moving both heroes into a defended district. Clear only the guards that block access to Harald or the recoverable riches, then regroup the party. Gather available reinforcements and restore control of the fleet. Before sailing, check that Harald is with the group and that the fleet can protect its own crossing. Risks and adjustments
The heroes can be isolated by street patrols if they split up, and a fleet without enough support may be intercepted before the island.
