Who is Dr. Underhill?

Dr. Raya Underhill is the FBC's head researcher of the Mold — a returning face for series veterans, previously seen barricaded in the Research sector studying the Mold in Control (2019), and present again in FBC: Firebreak. In CONTROL Resonant she has gone missing, and the New Growth side quest in The Park is the hunt to find her.

By the time Dylan tracks her down — through her Central Executive office behind the Level 6 clearance door, her Park apartment, and a sewer lab — the question is no longer where she is but what she has been doing unsupervised: running Mold experiments without agency oversight, harvesting from test subjects. The Bureau fears she will make the crisis worse; she considers the Bureau too risk-averse to solve it.

The three options

At the end of New Growth, Dylan decides what to do with the rogue researcher:

  • Report her to the FBC — hand her back to the Bureau to face judgment for unsupervised experiments.
  • Give her the chance to escape — look the other way entirely and let her disappear.
  • Let her escape but keep the samples — she goes free, but her research does not.

Does the choice matter?

No. There is no mechanical consequence to the Underhill choice — rewards are identical whichever option you pick: the Brass Dusters artifact (combat abilities deal +50% damage but lose their Falter effects) and a Zone Level increase for The Park. Nothing downstream forks, no quest locks or unlocks differently, and no trophy depends on it.

The only difference is flavor: a later phone call with Zoe, where Dylan relates the decision and she gives her opinion on it. That is the entire delta — one conversation.

Which should you pick?

Whichever fits your Dylan. The choice is pure roleplay: the by-the-book agent reports her, the sympathetic one lets her walk, the pragmatist keeps the samples. Since the game attaches no systems to the decision, treat it as a character moment rather than a strategy question — then move on to the Carbon Copy questline, which pairs with New Growth for the Budding Mycologist trophy.
