Instructions for Carrion Collectors
This law, issued by the vrakhiri, governs the carrion collectors. First: all carrion — animal carcasses and dead human bodies alike — must be cleared from Svartrau at once.
Citizens who refuse to hand over a carcass are to be incarcerated, then whipped and put on public display to do penance. After reaching a city gate, the collectors must guard their cargo until another squad relieves them; the cargo then heads to the mountain caves.
If asked why the carcasses are collected, the collectors must always claim they are holding back sickness — never a word about the real reason: nothing about the cave-dwelling monsters of the mountains, and certainly nothing about feeding them.
