Proclaimed by Brencis, ruler of Vale Sangora, the charter grants every subject healing through the knyaz's blood, and requires all adults to take part in blood masses.
Merchants may trade in Svartrau on payment of a Magistrate fee; taxes cannot go up more than twice yearly; boyars are forbidden to exploit their subjects.
The Blood Covenant is declared the one true faith, with no other worship allowed in public or private.
Silver ownership is banned: holders must surrender it for a fifth of its value in denarii, while informers earn a third of confiscated silver's value.
Disputes over violations may be pleaded before the Svartrau Courthouse for fair judgment.
