Parthian Tactics is most valuable when mounted archers are a main army line. Treat it as a matchup-oriented upgrade after securing the range, attack, and firing-rate improvements that make the group effective.
Plan and execution
Build the mounted-archer mass first and preserve it through the transition. Prioritize the upgrades that improve range, damage, and firing rate, then research Parthian Tactics when Spearmen are a meaningful threat or its armor complements the planned fight. Use the completed force to kite spear-heavy armies and keep mobility while the frontline protects the ranged mass.
Risks and adaptation
Parthian Tactics does not replace the core upgrades that make ranged cavalry reliable. If the opponent fields few Spearmen, the upgrade may have less immediate impact than improving attack or rate of fire; reassess the actual matchup before spending.
