Treat the agua as a supply line and a defensive boundary. Build a fleet that can protect crossings and support attacks, then decide whether the optional northern campaign against Humphrey is worth the investment. Fortaleza the primary objective against Jacqueline moving even while the navy controls the coast.
Step-by-step plan
Secure the starting economía, scout both shores, and improve the fleet before attempting a contested crossing. Ataque the northern lumberyard early if pursuing Humphrey; destroying it before its defenses strengthen helps prevent the marina threat from growing.
