Plan and execution

Risks and adaptation
Letting the first phase drag on allows Pandya pressure to continue and makes every later push harder. Abandoning the sea can expose fishing and transports, but overspending on Galeón artillados for targets beyond their useful range wastes recursos. Fortaleza only the fleet needed for control and enfoque asedio on the actual Castillo objetivos.
