Who she is

Dr. Raya Underhill is the Federal Bureau of Control's head researcher of the Mold — the fungal paranatural force that is one of the enemy factions in CONTROL Resonant. Bureau personnel describe her as brilliant and difficult: the foremost expert on the Mold, and someone who chafes at agency oversight.

New Growth

Underhill has gone missing when CONTROL Resonant begins, and finding her is the New Growth side quest in The Park. Dylan's investigation runs through her Central Executive office (behind a Level 6 clearance door), her Park apartment, and a hidden sewer lab — where the truth comes out: Underhill has been running unsupervised Mold experiments, harvesting from test subjects, convinced the Bureau is too cautious to solve the crisis and that she can do better alone.

The choice

At the end of New Growth, Dylan decides her fate: report her to the FBC, let her escape entirely, or let her escape but keep her research samples. The Underhill choice has no mechanical consequence — only a later phone call with Zoe changes — but it is the game's clearest character test: the by-the-book agent, the sympathizer, or the pragmatist.

Why she matters

Underhill embodies the game's theme of control versus freedom: the Bureau's top Mold expert is also its biggest liability, and the Mold she studies is one of the three forces tearing Manhattan apart. Her samples, her research, and her fate all feed the completionist layer — New Growth pairs with Carbon Copy for the Budding Mycologist trophy.
