Who are the main characters?
Dylan Faden is the playable lead — read his profile. Jesse Faden, still FBC Director, goes missing at the story's start, and the search for her drives the plot — her full fate is spoiler material. Zoe De Vera is Dylan's FBC handler — see her profile — and Control-era characters Arish and Pope both return.

Does Jesse appear in the game?
Yes — confirmed in-game. She is missing for most of the story (the Search for Jesse questline: the Incursion Fault, the Subway Fault, the Underpass Fault), and appears in person in the finale.
Do Arish and Emily Pope return?
Yes to both. Arish returns with his own main mission — Arish's Briefing, set in Central — and Pope is central to the late game: the Pope's Research side quest gates entry to The Unknown, and The Hedron Link routes toward her.
The voice cast
Frankie Kevich plays Zoe De Vera — confirmed via the game's IMDb listing and her own promo streams. The rest of the cast awaits credits-level sourcing; any name circulating on social media beyond Kevich is speculation until it appears in the credits or an official source.
Which Control favorites return?
Two are confirmed by the quest structure itself: Arish (the Central briefing mission carrying his name) and Pope (the side quest that gates The Unknown, plus the late-game story route). Ahti, Langston, Marshall and the rest of the Oldest House staff remain unconfirmed rather than debunked — a Manhattan crisis could pull in any FBC personnel.
The enemy side
Three hostile factions under the Aberrations class — the returning Hiss, the invasive Mold, and the new resonance entities — with the six zone Resonants and the endgame Hedron as the boss tier. Dr. Underhill, the returning Mold researcher, bridges both sides of the roster — her quest is where the cast list and the enemy list meet.
