The convoy objective cannot be completed safely until the blockade is disrupted, and the later Maravilla defense requires attention on tierra. Use the fleet to create a route rather than fighting every ship at once. Once transports can pass, protect each convoy while maintaining enough force near Nanchang to defend the construction site. Step-by-step plan
Scout the blockade and concentrate ships against the positions that prevent convoy passage. Fortaleza transports behind combat ships and move each of the five supply groups only when the route is open. Risks and adjustments
