Effect & research conditions
Research costs 250 Food, 250 Wood and 250 Coin and takes 30 seconds. Completion adds one available Home City shipment; it does not choose or send a card automatically. The Inca may use a Tambo for the research, while other civilizations use a Trading Post on the House of Habsburg palace.
Research condition
Knights of the Mediterranean; Commerce Age; Trading Post or Inca Tambo on a House of Habsburg palace; 250 Food · 250 Wood · 250 Coin; 30 seconds.
When to research
Congress of Vienna adds one slot to shipment inventory but does not send a card itself. Research it when another useful Home City shipment is likely to become ready and the additional slot will prevent a timing bottleneck. The Commerce Age cost of 250 Food, Wood and Coin is less useful if the deck has no near-term delivery to use.
Add a Home City shipment to inventory
Congress of Vienna is a Commerce Age technology at a Trading Post or, for the Inca, a Tambo. It costs 250 Food, 250 Wood and 250 Coin and takes 30 seconds. Completion adds one shipment to the player’s inventory, creating another opportunity to send a Home City card.
Spend resources for a later card
The benefit is shipment capacity rather than an immediate unit or resource delivery. Research when the extra shipment will arrive in time to support the match plan and when the three-resource cost will not delay an urgent army. Protect the building until the research completes.
