Democracy of Nobles is an Industrial Age Polish technology in The Baltic Powers, researched at the Sejm in Independence mode. It changes the Sejm into a Senate that can spawn Cannons and uses only 50% of the Settler population for resource generation.

Effect & research conditions
Research Democracy of Nobles at the Sejm for 1,000 Wood and 1,000 Coin; it takes 60 seconds and requires the Poles to be in Independence mode and the Industrial Age. The technology upgrades the Sejm into a Senate. The Senate can spawn Cannons and requires only half of the Settler population for resource generation. These effects belong to the Independence rules and do not describe ordinary Supremacy play.

When to research
Research it when the Sejm’s transformation can support the late-game plan and the economy can spare 1,000 Wood, 1,000 Coin and a minute of research. The Senate’s cannon spawning and lower Settler-population requirement can change how resources and military support are balanced, but the technology is available only in Independence mode. Check the Senate’s current interface after the upgrade before planning its production.
A structure transformation, not a direct unit upgrade
The technology changes the Sejm into a Senate. Its effect is attached to the building: the Senate can spawn Cannons and uses half the Settler population for resource generation. It does not directly upgrade the attack or hit points of the Polish army. After research, inspect the Senate’s available commands and decide how its spawning and economy rules fit the current match.
Plan around the Independence restriction
The requirement is specific to the Independence mode, which changes the usual Home City support and civilization rules. A Polish build order for standard Supremacy cannot assume this technology is available. The 60-second research and 2,000 total resource cost also compete with the army and economy, so secure the site and maintain enough production to benefit from the Senate when the transformation completes.
