Effect & research conditions
The research costs 100 Food, 100 Wood and 100 Coin and takes 30 seconds. The effect combines a fixed Town Center trickle with a gathering bonus for two worker types. The trickle continues without assigning workers to gather those resources; the 10% work-rate increase applies when Villagers and Fishing Ships are actively gathering. It is specific to the Duchy of Warsaw Revolution.

When to research
Research after the Revolution when the Town Center will remain safe and workers or Fishing Ships can gather for a while. Passive income helps over a long game, while the work-rate bonus scales with active gatherers. If the army needs an immediate shipment or the Town Center is under attack, postpone the research until the base is stable.
Two different sources of economic value
Duty-free Area has both an automatic and an assigned-worker component. The Town Center produces the listed resource trickles on its own, while the gathering bonus improves Villagers and Fishing Ships doing their jobs. The passive rates require no worker shift; the work-rate bonus is most valuable when those units are already active. The mixed-resource cost is modest, but research still occupies the Town Center and may compete with other actions when the Revolution economy is vulnerable.
