Papacy is a Commerce Age Italian Basilica technology that raises the Basilica build limit by one and doubles Basilica construction time. It opens another site for Italian production and research, but makes each Basilica take longer to complete.

Research effect
Research requires the Statuto Albertino Home City Card and takes 15 seconds at a Basilica. The upgrade changes the build limit and construction time; it does not directly improve units or research effects. Builders remain committed longer when completing the additional structure.

Cost and prerequisites
Choose Papacy when a second Basilica will provide useful production or technologies and the economy can absorb the slower build. Decide what the extra site is for before investing, and protect its workers through the longer construction period. A higher limit is of little value if the additional options will not be used or the delay leaves the player without needed military production.
