What it does
Increases your maximum Population.
- As the Empire suffers casualties in war, the emperor calls forth more Varangians.
- Once enough troops are lost in battle, the selected Varangian is reinforced to the battlefield at no cost. If placed on shore near water, Attack Ships or Galleys become available as reinforcements.
- Reinforcements cost 6 times their value in fallen warriors.
