Setting and scenario

Shelter places its hostage scenario inside a fictional animal shelter in Wakaalu County. The dogs are the map’s hostages, and the opposing force is identified as the Phoenix Biotechnical terrorist group. This changes the setting and hostage presentation from the familiar human-hostage premise while keeping the map tied to CS2’s Hostage Rescue scenario.

The dogs function as hostage objective entities in the round. They are not combat units or a separate pet system. The Counter-Terrorists must carry out the rescue objective under the mode’s rules, and the Terrorists try to prevent that extraction or win through the mode’s other conditions. See Hostage Rescue for the shared interaction and victory rules.

Map identity and significance

The map article describes Shelter as the first Counter-Strike map to feature dogs instead of human hostages. That distinction gives the community map a recognizable theme beyond its name: the location and hostage presentation both support the animal-shelter setting. Its official map identifier is cs_shelter, useful when distinguishing it from other similarly named community content.

The setting ties the map’s opposing groups to the scenario: animal shelter staff and dogs are represented through the rescue objective, while Phoenix Biotechnical is the hostile group named in the map description. The map remains a CS2 map entry, not a separate game or an independent game mode.

Queue availability

Shelter was added to Competitive, Casual and Deathmatch on July 8, 2026. That record identifies the queues in which the map was introduced; it should not be read as a permanent guarantee that Shelter remains in every live playlist or rotation. Valve can change map availability over time, and an individual queue’s current selection is separate from the map’s scenario classification.

Shelter is classified as a Hostage Rescue map even when it appears in a queue whose match format differs from a standard objective round. The map index and queue record answer different questions: the scenario explains its objective design, while dated update and rotation information explains where it can be played. Check the Map Rotations entry for current pool context and the Maps index for related CS2 locations.

Team roles and map detail

In the Hostage Rescue scenario, Counter-Terrorists approach the rescue objective and attempt to complete it, while Terrorists defend against extraction. The animal-shelter theme changes the fiction and hostage visuals; it does not give either side a special animal-related ability or replace ordinary CS2 weapons, movement and team rules.

The available Wiki map stub identifies the creator, scenario, setting, hostage type and queue addition, but it does not provide named rooms, callouts or a detailed route breakdown. This entry therefore records the verified map identity and objective context without inventing a floor plan or tactical path. A more detailed location guide would require a source that actually documents Shelter’s in-game layout.
