Effect and role
Research costs 3,000 Influence and takes five seconds. The three Kingdom Builders can establish eligible African buildings at chosen sites, while the University limit increase allows additional Universities to be built under the active rules. The delivered units still need population, legal locations and protection during construction.

Access and delivery
Use it when extra University sites can support the Hausa plan and safe space exists for the builders to work. Decide where the new Universities will go before spending the Influence; an expanded limit has little value without resources to construct and use the buildings. Compare it with immediate army options if the front needs reinforcement now.
