The effect applies to buildings and ships; it does not grant hit points to land units or change their damage. Check the selected civilization and version for which structures and ships receive the modifier.

When to research
Research when the economy relies on buildings that must survive raids or ships expected to remain in combat. The effect becomes more valuable across several structures or a continuing fleet. If the army is land-only and the base is safe, compare the cost with a technology that directly strengthens the units in the next fight.
Durability across land and water infrastructure
Byzantine Legacy covers two different investments: buildings and ships. Extra building health can help a forward production site survive siege, while ship health can matter in a naval exchange. The bonus is durability only; it does not make a ship faster or increase its attack. Secure the House of Phanar site and research before the assets come under pressure. The 15% applies only within the technology’s rules, so do not count it toward land troops.
