Fishing Fleet
Fishing Fleet is a Commerce Age Consulate technology available to Indians and Japanese. Completing it provides three Fishing Boats, adding naval workers directly rather than improving the gathering rate of boats already on the water. The research takes 30 seconds. Fishing Boats create value only when they have access to usable water and can work without being lost to enemy ships or shoreline pressure, so this technology links a unit delivery to map control.

Effect & research conditions
Research Fishing Fleet at the Consulate and send the three boats to safe, productive waters. Assign them to available Fish or other supported water resources according to the map and game rules. Protect the group with naval units or by choosing a sheltered fishing area; a delivered fleet does not defend itself.
Research condition
Indians or Japanese; Commerce Age; researched at the Consulate; provides three Fishing Boats; 30-second research time.
When to research
Use it on a water map where the boats can begin gathering soon and where naval exposure is manageable. If the shoreline is already contested or there is little productive water, the boats may not repay the time spent researching. Its value is strongest when the economy can exploit the additional workers while the land army continues to develop.
Three delivered boats need water and a safe work area
Fishing Fleet delivers three Fishing Boats; it does not improve the gathering rate of boats already working. Send the boats to Fish or another supported water resource where they can begin gathering and return safely. A delivered boat cannot defend itself, and a shoreline that is under pressure can make the new workers easy targets. Scout before researching: confirm the location and amount of useful water, the route from the Consulate and whether the fleet can be protected. If boats must travel across contested water, provide naval cover or use a safer area rather than letting the package arrive into danger.
Compare the economic payoff with naval exposure
The Commerce Age technology is available to Indians and Japanese at the Consulate and takes 30 seconds to research. Its value comes from turning the three boats into productive workers over time, so the map and expected survival determine the return. On a safe water map, the boats can gather while the land economy continues; on a land-focused or heavily contested layout, the research and travel delay may not pay back before the game moves on. Keep the Dock and fishing route in the larger water plan, and do not count the delivery as naval control without combat ships to protect it.
