Cost and prerequisites
Research it when workers can keep gathering Wood from trees or Mango Groves long enough to recover the cost. If the economy will soon leave those sources, the bonus has little time to pay back. If Forest People Ceremony is part of the plan, include its separate research requirement and investment before beginning the line.
