Provincial Government
Provincial Government is an Exploration Age Chinese Village technology that requires Prefecture Government. It increases Village hit points by 15% and the population supported by each affected Village by five.

Effect & research conditions
Research costs 200 Wood and takes 12 seconds at a Village. The effect improves the building's durability and adds five population support; it does not create Villagers or increase the Village's attack. The additional capacity is useful only when the player's population limit would otherwise constrain production.
Research condition
Chinese; Exploration Age; Village; requires Prefecture Government. Cost: 200 Wood; research time: 12 seconds. Village hit points +15%; population support +5.
When to research
Research when the Chinese settlement needs extra population capacity or existing Villages are exposed to attack. Place important Villages where they support a useful area and can be defended. If the current population cap is not limiting the army and the structures are safe, the Wood may be more valuable for production or military needs.
Two building benefits in one research
Provincial Government adds 15% hit points and five population capacity to Villages. The durability can make a settlement structure harder to destroy, while the housing increase can support additional unit production without placing another population building. Neither effect grants workers or troops on its own, and the extra capacity matters only when the player's limit would otherwise be reached.
Follow the prerequisite and use the capacity
The technology requires Prefecture Government and is researched at a Village in the Exploration Age for 200 Wood and 12 seconds. Complete the prerequisite first, then check whether the extra population will be used by the planned army. Villages still need to be placed and protected; the upgrade does not compensate for exposing every population structure to siege.
