When to research

Research Prefecture Government after County Government when the settlement needs the third Village improvement. Its 15% hit-point and five-population increase brings the Town, County and Prefecture sequence to 35% more hit points and 15 additional population per Village. The 200 Wood and 12 seconds are best committed before housing is needed, not during an urgent unit shortage.

Second step in the Village chain

Prefecture Government is a Chinese Exploration Age technology researched at a Village after County Government. It costs 200 Wood and takes 12 seconds. It adds 15% hit points and five population capacity to each Village. Together with Town Government and County Government, this raises Village hit points by 35% and adds 15 population capacity. Provincial Government is the next upgrade after Prefecture Government.

Building a durable population network

Prefecture Government is useful when the Chinese player has several Villages and expects to use their population support over a long game. The added capacity can preserve room for an army without spending Wood on as many Houses, while the extra hit points make the support structures more durable. It does not add population automatically, and it requires the earlier technologies, so the full chain has a cumulative time and resource cost. Research the upgrade when the additional capacity will be used; if the army is far below its population limit, the same Wood may be more urgent elsewhere.
