When to research
County Government is the second Chinese Village upgrade: it requires Town Government and adds another 10% hit points and five population capacity. Complete it when Villages remain central to housing, then decide whether the next 200 Wood should go to Prefecture Government or army production. The cumulative first two steps provide 20% more Village hit points and ten extra population.
First Village upgrade in the Chinese chain
County Government is a Chinese technology researched at a Village in the Exploration Age after Town Government. It costs 200 Wood and takes 12 seconds. The upgrade adds 10% hit points and five population capacity to each Village. The bonus is cumulative with Town Government: after both technologies, the Village has 20% more hit points and supports ten additional population. Prefecture Government is the next step in this chain.
Why Village capacity matters
The extra population support can reduce the need to place additional Houses while the stronger building is harder to destroy, so County Government has both economic and defensive value. It does not create population by itself; the added capacity only matters when the Chinese army and Villager count approach the current cap. Research it early enough to benefit from the extra room, but compare its Wood cost with production buildings and age-up plans. Because the effect applies to Villages, its return improves when the player already has several of them or expects to keep expanding the network.
