Effect & research conditions
Research costs 500 Wood and takes 30 seconds. Once active, Town Centers can collect shipment tax; Tax Haven adds 400 Coin to the tax for each shipment sent by another player. It also resets current Market exchange rates. It does not directly generate Coin without the qualifying shipment event.

The Town Center access comes from the relevant Revolution route; this is not a general market upgrade.
