Effect & access
The card is a prerequisite for the ceremony. Once available, the effect applies to ships, so the resource and unit investment matters on maps where naval combat, fishing protection or transport can affect the match.
When to perform it
Include the card and ceremony in the plan only when useful water is present and ships are expected to fight or hold a route. If the match is land-focused, use the deck slot and Plaza workers for effects that serve that game.
A card-gated naval enhancement
Aztecs, Haudenosaunee and Inca gain Water Ceremony at the Community Plaza in the Exploration Age after sending the Water Ceremony Home City Card. Each Villager assigned increases ships’ base hit points by 1.4% and damage by 0.7%. With 25 Villagers, that reaches 35% hit points and 18% damage; 15 Villagers and 10 Warrior Priests yield 49% and 26%, respectively.
Match the ceremony to the map
This is a naval bonus and does not improve land units. Its value depends on having ships to protect or fight with, so it is a poor use of Plaza workers on a land-focused map. Include the Home City Card before planning around the ceremony, then coordinate the assignment with ship production and an expected naval engagement. The older name was Water Dance.
