Congress
Congress is an Imperial Age Polish technology researched at the Senate after the Democracy of Nobles Home City Card has transformed the Sejm into a Senate. It upgrades the Senate to Congress, removes its Settler-count scaling, changes its baseline resource generation and makes Heavy Cannons spawn faster.

Effect & research conditions
Research takes 30 seconds and costs 1,000 Wood and 1,000 Coin. The resulting Congress no longer relies on Settler population for its scaling, but is described as somewhat less effective under that comparison; its baseline generation is increased and its Heavy Cannon spawn rate improves. This is a building-state change, not a direct upgrade to every Polish unit. The Democracy of Nobles card is a prerequisite for reaching the Senate and then researching Congress.
Research condition
Available to Poles from the Imperial Age. Research it at Senate.
When to research
Consider it once the Polish economy can absorb the 2,000-resource cost without interrupting urgent production. It suits a late-game plan that benefits from Congress’s revised generation and faster Heavy Cannon arrival. Compare the value of the structure upgrade with immediate army needs, and protect the Senate during the research window.
The card and building sequence matters
The route is Democracy of Nobles Home City Card, Senate and then Congress research. Sending the card is therefore part of the build plan, not just an optional bonus after reaching the Imperial Age. Once Congress is complete, the Senate has changed state; players should consult the active building interface for its available actions rather than expecting the original Senate menu to remain unchanged.
A late-game economic and artillery decision
Congress changes the building’s scaling rule and raises baseline resource generation while increasing Heavy Cannon spawn rate. Those effects point toward a developed economy that can use both the generation and artillery, but the expensive research competes with the same late-game resources used for upgrades and armies. It does not make a weak economy instantly strong; value depends on how long the match continues and whether the improved artillery timing can affect the next push.
