German Confederation
German Confederation is the second stage of a Prussian revolutionary path in Definitive Edition, with Frankfurt as its Home City. It keeps the player in the Industrial Age, changes Prussian military units back into workers and adds March Revolutionaries and six Barricade Wagons. Its central decision is when to exchange the finishing army for a temporary military ability and renewed economy.

Access & effects

March Revolutionaries become trainable at Town Centers; they have ranged and siege resistance and a cavalry bonus. The Town Center gains March Revolution: Citizens and Settler Wagons temporarily become March Revolutionaries and Barricade Wagons, then return to workers and wagons after the effect. The player remains in the Industrial Age.
Availability
Definitive Edition; accessed from Prussia through Frankfurt Assembly. Remains in the Industrial Age. Converts Musketeers to Settlers and Giant Grenadiers to Settler Wagons; sends six Barricade Wagons.
Army & economy
Use the second stage when Prussia has created enough safety to restore gathering without surrendering the ability to defend the workers. The temporary Town Center ability can turn the workforce into a timed defense or attack, but it is not a permanent worker conversion. Position the six wagons to protect a base or objective and keep the Town Center safe. Do not assume this is a direct revolt from Germans; first reach Prussia and unlock the follow-up.
Two-stage revolution
German Confederation is not a starting-civilization revolt: Prussia is the required preceding state, and Frankfurt Assembly enables the follow-up. That sequencing matters because the first revolution changes the economy and army before the second one restores Citizens. Plan the full chain before sending cards or spending resources. Treating the Confederation as an immediate standalone option leads to a wrong expectation about access and timing.
Barricades and economic recovery
Six Barricade Wagons give the transition a way to establish protected ground, while returning heavy infantry to Citizen status restores gathering capacity. Place the wagons to defend workers, a route or a valuable position that the army intends to hold. They are not a replacement for mobile troops, and Citizens need time to rebuild resources. Use the defensive network to buy that time; if the opponent can raid the workers or destroy the wagons separately, the economic reset may fail to repay its cost.
