It delivers one Maceman for every four minutes of game time, up to 30 minutes, so the reward depends on elapsed match time rather than a continuing queue.
A delayed force reward
The technology can deliver a larger group later in a match than early on. Consider whether Macemen fit the army and whether Plaza workers can be spared. Do not treat the displayed cost as universal across Definitive Edition patches; check the installed version. This is an Inca-specific Plaza option, not a standard upgrade for other civilizations.
