When to research
Research when the revolutionary army can protect its Academy and heroes will remain useful. The Food cost is substantial, so compare it with reinforcements. Keep improved heroes with supporting troops instead of sending them alone into a concentrated army.
Which heroes benefit
The effect is for hero units, not the whole Prussian roster. It improves hit points and both ranged and hand damage. Listed examples include the Explorer and Explorer's Dog as well as faction or allied heroes. The technology neither grants those units nor changes their availability.
Revolution timing and battlefield use
The upgrade belongs to the Prussian or German Confederation path in The Baltic Powers. It is useful after a Revolution has supplied a durable force and the hero will keep contributing. Protect the Academy during research. Added health helps the hero stay active, but counters still matter; use the bonus to strengthen the army's command unit, not replace the army with one hero.
