Role, availability & values
The package takes 40 seconds and uses 14 population. Counter Dragoons can respond to cavalry, while the Culverin targets opposing artillery. The group is specialized rather than balanced, so it needs infantry or other support to protect the Culverin and hold against non-cavalry troops.

Matchup & timing
Choose the force when the opponent fields both cavalry and artillery and the Chinese army can protect the delivery. Keep the Culverin screened and send Counter Dragoons toward the targets they are designed to fight. If only one threat is present, compare this package with a more focused Consulate choice that spends less population on an unnecessary role.
Do not expose the Culverin while the Dragoons engage
The five Counter Dragoons give the Russian Expeditionary Force mobility against cavalry, but the single Culverin is the group’s only dedicated artillery counter. Keep it behind a screen and ensure the Dragoons do not chase so far that the gun is left alone. At 14 population, the delivery competes with the rest of the Chinese army. Use it where both roles contribute, then add infantry to protect it from enemy units that can close quickly.
Roster history and cost
The Fortress Age group costs 800 Export and takes 40 seconds at the Chinese Consulate after choosing Russian Allies. The current Definitive Edition formation uses 14 population and contains five Counter Dragoons with one Culverin. It previously used Siberian Cossacks; update 14.43676 changed the riders to Counter Dragoons and adjusted the company size and population.
Cover both cavalry and artillery threats
Counter Dragoons screen against enemy cavalry, while the Culverin is the component intended to answer opposing artillery. Protect the gun as the mounted units move to intercept threats, and avoid sending the force into an engagement where either component is unsupported. This pairing is most useful when scouting shows both cavalry and artillery risks.
