Simón Bolívar
Simón Bolívar was the Peru Revolution leader choice for the Germans and Russians in The WarChiefs and The Asian Dynasties. His older Revolution effect strengthens a mixed force broadly, while Definitive Edition’s Peru Revolution is a separate later system.

Version & availability
Choosing Bolívar in a supported earlier version increases the hit points of all units by 5%. Because the bonus applies across unit types, it can benefit an existing mixed army rather than requiring one specific unit line. It does not provide the same kind of immediate shipment as some other leaders.
Revolution bonus
Consider this option when a varied force is already fielded and improved durability will help it survive the next engagement. Compare the broad bonus with leaders that provide a specialized unit shipment or upgrade. Verify the edition and Revolution rules before applying this advice to a Definitive Edition match.
A broad health bonus with repeatable support shipments
In the older Peru revolution, Simón Bolívar increases hit points for all units by 5%, so the benefit applies to a mixed force rather than one unit class. His associated Home City shipments can be sent repeatedly: 16 Colonial Militia for a land force, four Gatling Guns for anti-infantry fire, one Fort Wagon that adds a Fort to the build limit, or two Ironclads for naval pressure. The broad bonus improves durability but does not replace a counter unit or provide a direct damage increase; choose cargo to solve the matchup or map objective. Bolívar’s leader choice belongs to The WarChiefs and The Asian Dynasties Peru revolution available to Germans and Russians. Definitive Edition’s Peru nation is a separate revolution path, so use its roster and leader rules rather than carrying the older 5% bonus forward.
