Setting & objective

The campaign mixes settlement building with missions centered on movement, escorts and scripted objectives. Its United States campaign force is part of the scenario story and predates the later Definitive Edition United States civilization as a separate playable roster. Campaign-only units and mission reinforcements can also differ from standard skirmish rules.

How to approach it

Read the briefing after each story transition and identify whether the mission expects an economy, an escort or a direct strike. Protect mission-critical buildings and preserve scarce starting units where replacements are limited. Scout before moving the full force through unfamiliar routes, especially when the objective requires finding a person or a specific item.

Amelia Black’s campaign across the frontier

Act III: Steel is the final campaign act in Age of Empires III, consisting of eight scenarios and fourteen cinematics. Amelia Black narrates the story, supported by Major Cooper and Ká:nien. Set in 1817, the act begins around the American railways and shifts through the Andes as Amelia follows Beaumont’s search for Spanish gold and the Fountain of Youth. The conflict brings the Black family into contact with Mexican forces, frontier settlements and the Inca city of Pacamayo, while the Circle of Ossus becomes the central antagonist. The playable scenarios, in order, are Race for the Rails, Hold the Fort, The Boneguard’s Lair, The Lost Spanish Gold, Bolivar’s Revolt, Journey Through the Andes, Last City of the Inca and Last Stand of the Boneguard. Between these missions, cinematics move the story forward: Amelia meets Beaumont and Cooper, travels north, reconnects with her granduncle Ká:nien and uncovers the Circle’s intentions. The campaign alternates between standard base-building, timed defense, exploration, escort and objective-driven battles, so a single strategy does not apply to every chapter. The act’s early missions focus on rail control and frontier defense. Race for the Rails asks the player to secure railway sites, while Hold the Fort turns the newly established position into a defensive task against Mexican attacks. The Boneguard’s Lair and The Lost Spanish Gold move the story toward Beaumont’s expedition. Bolivar’s Revolt then introduces South American political conflict and a different army context. Journey Through the Andes leads Amelia and Ká:nien toward Pacamayo, where the Inca’s remaining settlement needs protection. Last City of the Inca makes artillery and temple defense part of its objective chain. Amelia must gather eight artillery units before the three temples fall, then destroy the Boneguard Fort. Last Stand of the Boneguard concludes the act’s conflict with the Circle. The sequence is important: story events in one scenario explain why the next location and ally matter. Readers looking for exact starting units, resource crates and mission objectives should use each scenario page, since those details vary and should not be compressed into a single generic campaign build order. Steel follows the previous act, Ice, and shifts from the American Revolution to Amelia’s frontier journey. Its narrative themes include family legacy, cooperation with Native allies and the search for the Fountain of Youth. The Home City and civilization rules can be scenario-specific, including scripted forces or special objective units. Distinguish those scripted appearances from the standard United States civilization and do not assume a campaign unit is always available in skirmish. For players progressing through the story, follow the listed order and read the scenario objectives before committing to optional treasures or enemy bases. Some missions can be won by completing a specific race or survival condition rather than destroying every enemy building. Others require the player to defend a structure or gather a set number of units. Act III: Steel is therefore best understood as a linked campaign with changing rules rather than eight ordinary random-map matches.

Follow the scenario order and shifting objectives

The act’s eight scenarios move from railway control to the Andes, and each changes its central challenge. Race for the Rails rewards capturing sites along a route; Hold the Fort shifts to defending a position. The Boneguard’s Lair and The Lost Spanish Gold advance the mystery of Beaumont’s expedition, while Bolivar’s Revolt places Amelia among revolutionary forces. Journey Through the Andes is the transition into Inca territory, followed by the timed temple defense in Last City of the Inca and the final confrontation in Last Stand of the Boneguard. The cinematics carry important character and plot information. Amelia narrates events, Major Cooper supports the early frontier missions and Ká:nien reconnects Amelia with her family history. The Circle of Ossus pursues the Fountain of Youth, while Beaumont’s motives become increasingly central. Players who skip cinematics may miss why allied settlements and objectives matter, although the scenario pages contain the operational conditions needed to win. The campaign was formerly associated with the Black Family Estate scenario civilization. Definitive Edition presents the campaign through updated assets and names, but scripted forces can still differ from the multiplayer United States roster. Use the scenario’s listed starting units, age, population cap and victory condition rather than assuming a standard random-map deck applies. Some objectives are timed or can be completed through an alternate victory condition, so check each page before destroying optional bases.

Campaign difficulty changes by mission

The act mixes economic, defensive and objective-based scenarios. Review the specific mission’s victory condition before committing resources to a long siege, because some objectives reward route control or survival instead.

Use each scenario page for tactical details

Starting forces and special rules change across the campaign, from railway sites to artillery counts and final base assaults. Follow the related scenario entries for exact unit lists and objectives; the campaign overview provides the story order and broad progression.

Amelia Black’s final campaign against the Circle

Act III: Steel completes the Black family story with Amelia Black, daughter of Nathaniel and leader of the Falcon Company. The act moves from a Mexican attack and Beaumont’s false prospecting offer through the Lost Spanish Gold, the Andes crossing and defense of the last Inca city, before the final assault at Havana. The scenarios use different mission rules: some focus on escorts and exploration, while others require defending structures or assembling artillery before time expires. Amelia and Ká:nien carry the narrative through the campaign, and the Circle of Ossus remains the central enemy. Definitive Edition keeps the broad arc but can revise scenario details and names; use individual mission pages for the specific objectives. This act overview links the eight mission pages and distinguishes the scripted United States campaign faction from the playable United States civilization.
